What officials said
Nairobi Governor Johnson Sakaja said the shops on the ground floor should not have been open because the building had no occupation certificate. "Our concern is to save lives," he told reporters, per Al Jazeera. Police warned of a possible second collapse because the structure was leaning on its neighbor.
Why it matters
Kenya's National Building Inspectorate found that 87 percent of buildings audited nationwide last year failed to meet standards or lacked approvals, AFP reported. Officials said anyone found negligent would face the law. Numbers often change in the first days after a collapse, so rely on official updates and wire services.
